Contains information about the relationship between Ness, former Prohibition Agent, and the FBI while he was Director of Public Safety, Cleveland, Ohio, during the 1930's, followed by other law enforcement positions. Contains opinions on Ness and his operations. Informant information on police corruption in Ohio in the 1930's, while Ness was Director of Public Safety in Cleveland, Ohio. Details of alleged corruption in Cleveland that may have aided  Alvin Karpis and the Karpis-Barker gang. Later memos show FBI concern that the T.V. show "The Untouchables" was misrepresenting the jurisdiction of the FBI.
